The Keysight E4416A and E4417A are EPM-P series power meters that operate with the E-series E9320 family of peak and average power sensors for peak, average, and time-gated power measurements. The E4416A is a single-channel instrument, while the E4417A provides two measurement channels. In addition to the E9320 sensors, the EPM-P meters also operate with the 8480 and N8480 series, E-series CW, and the E9300 range of power sensors for average power measurements. Two measurement modes are provided: Normal mode, the default when using E9320 sensors, for peak, average, and time-related measurements; and Average only mode, intended primarily for average power measurements on low-level signals and used with the 8480, N8480, E-series CW, and E9300 sensors.
A power meter quantifies the RF or microwave power present at its sensor input and displays the result in absolute units (watts or dBm) or relative units (percent or dB). The EPM-P series adds predefined setups for common wireless standards — GSM900, EDGE, NADC, iDEN, Bluetooth, IS-95 CDMA, W-CDMA, and cdma2000 — simplifying configuration for those measurement tasks. With a 20 Msample/second continuous sampling rate and a 5 MHz video bandwidth, the system follows the power envelope of an input signal; because that envelope is, in some cases, set by the signal's modulation bandwidth, the video bandwidth is sometimes referred to as modulation bandwidth.

The EPM-P series pairs the E4416A and E4417A power meters with the E-series E9320 family of peak and average power sensors. The E4416A is a single-channel meter and the E4417A is a dual-channel meter; both share the same measurement modes, interfaces, and reference architecture. Measurement capability — frequency coverage, power range, and dynamic range — depends on which sensor is connected.
The E9320 sensors come in six models that differ in frequency coverage and video bandwidth. The E9321A, E9322A, and E9323A cover 50 MHz to 6 GHz, while the E9325A, E9326A, and E9327A cover 50 MHz to 18 GHz, with video bandwidths of 300 kHz, 1.5 MHz, and 5 MHz spanning the pairs.

The primary meter difference is channel count: the E4416A provides a single measurement channel, while the E4417A provides two channels and adds a second recorder output for channel B. Net weight differs slightly (approximately 4.0 kg versus 4.1 kg), and the E4417A ships with two E9288A sensor cables versus one for the E4416A.
The series offers channel functions including A, B, A/B, B/A, A-B, B-A, and relative readings. Measurement speed in fast mode differs slightly between the two meters: for a 10 dB decreasing power step within the -50 to +20 dBm range, the settling time is 10 ms for the E4416A and 20 ms for the E4417A.
Across the E9320 sensors, the differences are frequency range and video bandwidth: the E9321A/E9322A/E9323A reach 6 GHz and the E9325A/E9326A/E9327A reach 18 GHz, with video bandwidths of 300 kHz, 1.5 MHz, and 5 MHz respectively.
